The first half of the 17th century was anything but a peaceful period. Europe was ravaged by wars. Jutland was occupied, plundered, and burned both in 1626-29 and again in 1643-45. It needed a new strong fortress. The area near Bersodde was ideal for this. Large parts of the area were swampy but had water on two sides. Therefore, the area could be fortified with relatively few kilometers of ramparts, while supplies and troops could be shipped in by sea. Military considerations won out, and King Frederick III began work on building a city.The plans were grand. The city was to have a harbor and canals. It was to house a royal palace, a stock exchange, and other prestigious buildings.
These wild plans never came to fruition. And to get people to settle in the city, the monarchy had to use both the carrot and the stick over time.
